Our client is seeking a Project Manager to support a DoD client located in Arlington, VA.   As the Project Manager for the effort, the candidate will report directly to the Program Manager for the contract and be responsible for success in leading the project in the delivery of technical, Business Intelligence (BI), Data Analytics, and Performance Management services for our customer and their enterprise partners.  The team lead by this candidate is responsible for the design, development and update of an Enterprise Performance Management System. This system gathers, stores, and presents performance data from disparate data sources across the Enterprise.
Role and Responsibilities:
  • Coordinate internal and third-party resources for in the initiation, planning, execution monitoring and overall performance of the projects
  • Ensure that all projects are delivered on-time, within scope and within budget
  • Developing project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Ensure resource availability and allocation
  • Develop a detailed project plan to track progress
  • Measure project performance using appropriate systems, tools and techniques
  • Report and escalate to management as needed
  • Manage the relationship with the client and all stakeholders
  • Perform risk management to minimize project risks
  • Establish and maintain relationships with third parties/vendors
  • Create and maintain comprehensive project documentation
  • Managing day to day operation support functions involving multiple, complex and inter-related project tasks:
  • Track and report EPMS project and task progress against project plan.
  • Work closely with senior management to ensure that performance is within acceptable boundaries and escalating to Program Management as needed.
  • Prepare and present a monthly In Progress Review (IPR)
  • Provide formal written monthly status reports to the COR or designated alternate.  Additional status information including informal periodic status reports shall be provided as requested.
  • Collaborate with the government to create a mutually-agreeable schedule that identifies and prioritizes all current and emerging tasks.
  • Provide and manage task execution against this schedule.
  • Report on the performance of the EPMS system.

Minimum Qualifications and Education Requirements:
Applicants are subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • US Citizenship is required.
  • Active Secret Clearance
  • Bachelor’s Degree or higher in any field of study.
  • Project Management Institute (PMI) Project Management Professional (PMP) Certified.
  • At least five (5) years’ experience leading major government projects that included both analytical and technical components.
  • At least three (3) years’ experience with performance management processes, techniques, methods, and tools.
  • At least three (3) years’ experience supporting complex projects.
  • Must demonstrate the ability to draft (or contribute to) Standard Operating Procedures (SOP) and Work Instructions (WI) prescribing daily procedures in support of the PWS requirements.
  • Must demonstrate a strong ability to multi-task in areas concerning performance reporting and personnel duty scheduling.
  • Must be dedicated, full time, on-site resource.
  • B.S. in any field of study.
Preferred / Special Skills / Qualifications:
  • Experience working on business intelligence and/or data analytics projects.
  • Experience using Tableau Desktop to create visualizations.
  • Tableau Qualified Associate Certification.
  • Knowledge of business intelligence concepts such as data cubes and KPI’s.
  • Knowledge of metrics used in around acquisitions, budget and finance.
  • Familiarity with Agile methodology.
